Yost was ﬁrst appointed to the Public Utilities Commission on November 1, 2022 by Governor David Y. Ige. Governor Josh Green subsequently re-nominated Commissioner Yost and the State Senate conﬁrmed him for a term ending June 30, 2030. Prior to his appointment to the PUC, Commissioner Yost partly-owned the Oahu-based renewable energy company RevoluSun, where he served for eight years as Chief Operating Officer and for four years as General Counsel. Hayashi is superintendent of the Hawai‘i public school system, overseeing 150,000 students, 258 campuses, and more than 40,000 employees across the state. A veteran educator with over 30 years of service in the Hawai‘i State Department of Education, he brings experience at every level of the system — from classroom teacher to complex area superintendent to statewide leader. Hayashi served as principal of Waipahu High School for 12 years, where he launched Hawai‘i’s first Early College program and helped establish the state’s first nationally recognized wall-to-wall academy model. His leadership earned him multiple honors, including Hawai‘i High School Principal of the Year and the Shirley B. Gordon Award of Distinction. General Joel "JB" Vowell	Oct. 20, 2026 11:30 a.m. - 1:00 p.m.	The Pacific Club	Lieutenant General Joel "JB" Vowell received his commission as an Infantry officer from the University of Alabama in 1991. During his career, he has been stationed in Europe, the Pacific, the Middle East, and many posts across the United States. Lieutenant General Vowell has been on three combat tours in Afghanistan and two in Iraq, including both surge campaigns. He commanded the 2d Battalion, 327th Infantry Regiment (“No Slack”) and the 3rd Brigade Combat Team ("Rakkasans") of the 101st Airborne Division at Fort Campbell, Kentucky. He was a War College Fellow at Stanford University and later was the Army Chief of Staff's Senior Fellow to the Brookings Institution followed by his assignment as Executive Officer to the Secretary of the Army.
